I think it's important to remember that Utahns, not Utah government, are what make our economy competitive. Utahns are productive; they don't need GOED or anybody else to "develop" the economy.
Also, I'm pleased about this ranking, but why are we so obsessed with comparing ourselves with others? Who cares? I know it makes us happy to see that we're better off than other people, and it's good to identify what we are doing right so we can keep doing it, but it would be better mostly to compare our own performance with our own potential as Utahns.
We should do the very, very best we can do and stop worrying about what other people are doing. Even if we really are the most economically competitive state, we can do so much more and shouldn't settle for being in a better position than other states. All is not well in Zion just because a report tells us we're better than other states.
