I am the author of the original report about Luz Robles’ involvement with the CCIME. This report seems to have formed the basis of the ethics complaint made to the Senate. I am still unaware as to who made the initial complaint or of the specific content of the complaint. However, I reproduce below most of my initial reaction at the time – following the posting of the information on this website:

First, I have never seen the ethics complaint so I am unaware of exactly what it contains or how the information about Senator Robles was presented.

…I think the ethical dimensions of Luz Robles’ actions and the public’s reactions are more significant than the more narrow-view of legal technicality of compliance.

However, I am not even sure the more narrow approach of this committee or individual was entirely accurate – certainly it would have been dependent on complete and thorough information, which it appears to me initially not to have been.

The fact that Luz Robles’ supervisor was informed about Luz Robles’ position in the CCIME, while serving as Director of the UT OEA, is new to me and very interesting.

The question now becomes one of was her supervisor really aware of the nature of the CCIME and its attempts to influence U.S. policy and the fact that immigration and related issues were also a key area of concern to the Utah governmental procedures, both executive and legislative, during the time she served in both positions?

In other words, did Luz Robles accurately and completely divulge the nature of the CCIME to her supervisor?

Could her supervisor really believe that, if he or she was aware, that that was not a conflict of interest?

The time spent by Luz Robles on CCIME activities, while serving as Director of the UT OEA, appears to be a possible factor of conflict on a more narrow basis as well.

The possible use of her position to manipulate or influence the governor, state departments, and the legislative process all seem significant to me as well.

That the position was voluntary was known, but does not eliminate the fact that Luz Robles may have been reimbursed for travel expenses.

The question of Luz Robles and overlap with activities of the CCIME and her senate role is also an open question as she clearly ended her official role as an advisor in 2008. But her attendance at the April 2009 CCIME conference in Mexico indicates continued involvement with the CCIME, although not in an official role, Was this issue adequately addressed?

The review of her involvement by the ethics committee or individual may be true in the technical sense of complying with the law in terms of violating the senate ethics requirements, but the larger issues still remain.

The questions for the public are certainly even more significant and are obvious to anyone who takes the time to look at the issue and center on the ethical questions outlined in the document posted at ufire.net.

I think that whoever created the complaint to the committee was certainly acting appropriately given the information.

I think that the examination of the complaint may have been somewhat superficial.

Perhaps the committee or individual who reviewed the matter acted solely within the scope of their legal obligation and could not go beyond that scope.

The above is my initial reaction based on only limited understanding of the complaint and the investigation.

As a native Californian you have just let your genie out of the bottle. I watched California become a dump and it started just like this. Utah will sell it’s soul for cheap labor and your schools, social system,neighborhoods and children will suffer greatly because of it. you have to go after the ones hiring them to stop it. On the home page the House of Representatives have a Conflict of Interest link. The Senate does not. Where is Senator Robles’ conflict of interest form? I’m afraid the end result of this legislature will do us far more harm than good. We will be made more of a sanctuary state with the guest worker card combined with driver privilige card and in-state tuition. Compassion is an immotion, charity, if it is your goods and services, is a good way to show compassion. If you think you are showing compassion by giving other’s goods or freedoms such as welfare, health care, undeserved citizenship you are a socialist and a thief.

she has loyalties to Mexico because she came here from there. Most all immigrants from there keep loyalties to the home country. no matter if they are legal or illegal.
if you really think she is looking out for the people of the state, Id say watch her more closely and see what other kind of bills she writes in the fiuture that has to do with people illegally in the state.

to whoever the writer of this is.
just because she is supposedly no longer working for the mexican government, it does not mean that her loyalties do not like with the Mexican government OR the illegal aliens from Mexico who have moved to utah.

We found no legitimate justification to originate an ethics complaint.
UMM just what did you look into in regarding to a possible complaint anyways????

Matthew and Native Utahn thank you for your common sense. Even if the letter of the law WERE fulfilled and that would show that the Mexican government and it’s agents understand our laws, we still can not turn a blind eye to allegiances. Please read the IME http://www.ime.gob.mx website. Understand for yourself what the intentions of the Mexican government are regarding the United States. This is a cancer growing in our midst and we are calling “good’ for us. I spent the WHOLE weekend asking myself What is a CCIME, what is their purpose, what at they attempting to accomplish. The answers were shocking and yet our representatives sweep this under the carpet and continue on with their business as usual approach. What a shame.

The ethics committee may have no problem with her position with the Mexican government, but I as a citizen do. The fact that she was working for 2 governments at the same time is very troubling. Where do her loyalties lie? Also troubling if the fact that she filled out a conflict of interest statement for working for Zions Bank yet she did not mention the fact that she was elected to a position within the Mexican government working for Mexican Nationals in the United States. I find this morally questionable even if the ethics committee believes she has not violated any of their rules. Since when do we elect foreign born leaders who still work for their native countries? She was still representing the Mexican government while RUNNING for the Senate. This is extremely offensive in my opinion.

As long as her views were known to her constituants, there is no conflict of interest.

Her views DO reflect that of some Utahns. If her views do not reflect the views of MOST Utahns, then that should be played out by having her bills not pass in the legislature as other elected representatives vote against her.

The conflict of interest is evident with the positions she takes in the senate. She shamelessly defends citizens of another country( illegal aliens) when she is a senatorial representative of the people of Utah. She is supposed to put forth the interests of citizens of Utah not illegal aliens. Why is this so hard to understand, are you all so blinded by the mighty dollars you save at the slaving illegals rather than the taxable income on honestly and legally earned wgaes of citizens? Un believable!

Dear Senate,
As someone who is not a critic of Senator Robles, but just a concerned Utah citizen I thank you for putting to rest many of the issues created by the article spread on the Facebook website. I am one of the people that posted the article about her that originated from Examiner .com, and authored by a Mr. Dan Baltes. The author, and his article were very convincing in that Senatr Robles had overlapped appointed, and elected positions, and that she may have withheld information on her “Conflict of Interest and Renumeration” statement, and that she may have not been totally commited to her oath. I can see from the explanations and facts given in rbuke, and in defense of Senator Robles by her colleagues and the Senate that the article was not completely factual. While I do not agree personally with some of Senator Robles legislation, I am not out to sling mud on the Senator’s good name, and I know when I am wrong, and I offer my deepest apologies to Senator Robles for any hardships trouble that I may have caused her. I will be sure to make it known on my facebook page that Senator Robles is a perfect example of what an American citizen, Utah citizen, and Utah State Senator should be, and I will be more critical of the things that I read. Thank you very much for clearing this matter up for me, and to all of the U.S. Senate, thank you for all that you do for making Utah the best State in our nation to live in.
